Gar Shanley is a cartoonist, writer and filmmaker from Dublin, and the creator of the satirical comics All Rise (1994) and Fugger (2008). With artist Cathal Duggan, he created Superhero Showcase (2009), a superhero satire published by the spoof publisher Windell Comics, and "The Living Proton" in the 2008 anthology Sorry I can't take your call right now but I'm off saving the world. Trained as a screenwriter, he writes films for the Irish Film Board, often in collaboration with Lorcan Finnegan. He also makes Windell animated shorts with Cathal Duggan and Richard O'Shea.

Initially inspired as a child by Whoopee, Spider-Man, 2000AD and the Finnish writer and illustrator Tove Janson, he was inspired to publish his own comics when he discovered underground cartoonists like Robert Crumb in his teens. Other influences include John Wagner, Stan Lee, Chris Ware and Aline Kominsky.
