The Guinness International Cartoon Festival, originally the Harp International Cartoon Festival, was held annually in late May/early June in Rathdrum, County Wicklow, from 1992 until at least 1998. Guests included cartoonists from all over the world. The event was organised by Terry Willers and Martyn Turner.
In 2017, the festival was revived under a new name - The Rathdrum International Cartoon Festival. Held in Rathdrum, County Wicklow over the 28th - 30th July. The festival is looking to become an annual event, and to expand into the Convention scene in Ireland.
